Pirate Elite Bounty Hunters are very powerful pirates who dual wields their signature weapon, the Dark Blade of the Bounty Hunter. These pirate only appears after you've slain a certain amount of Pirate Elites and receive the message "A bounty has been placed on your head." He has around twice as much health as the Elite Captains but does slightly less damage. He is the only source to get the Bounty Hunter equipments.
